| Specific activities are identified and are likely to lead to the desired results. |

| The target population is clearly defined and the project is likely to have a positive impact on a significant number of students or has the potential to transform the culture of the school or agency. |

| The time frame/ timeline of the project is realistic and appropriate. |
|
| The plan to determine the success of the project is clearly stated and seems appropriate. |
|
| The budget is reasonable, consistent with the proposal, and meets GFFE criteria. |
